Progressive Youth Club
CONSTIUTION
ARTICLE (1) PREAMBLE We, the members of the Progressive Youth Club, trusting in the name of the Almighty and omnipotent God from whom all things emanate and are referable, believing that, it is through unity that the interest of the Youth shall be safeguarded, determine to secure for ourselves this constitution that shall. (1) Foster solidarity and fraternity amongst the members and other sister clubs. (2) Secure the welfare and dignity of the youth in and around Ntakorfam. (3) Ensure discipline amongst members. (4) Promote the excellent principles of probity, truth, honesty equality, impartiality and trust among the youth. Do here by adopt, enact and give to us this constitution on this day of 16th August 2003 as the Basic Law for the governance of the club. ARTICLE (2) SUPREMACY OF THE CONSTITIUTION (1) This constitution shall be the supreme Law governing the members of the Progressive Youth Club. (2) Any other Law or enactment found to be inconsistent with any provision of this constitution should to the extent of that inconsistency be null and void. ARTICLE (3) DEFINITION The club shall be known and called PROGRESSIVE YOUTH CLUB. (P. Y. C.) ARTICLE (4) POLICY Progressive Youth Club shall not be affiliated to any political or religions body and shall remain impartial in its activities. ARTICLE (5) MOTTO UNITY IS POWER ARTICLE (6) MISSION STATEMENT To promote the excellent principles of probity, truth, honesty, equality, impartiality and trust among the youth and to develop an intellectual youth that will see, accept and maximize the use of their potential to guarantee life time goals for a better Ghana. ARTICLE (7) AIMS / OBJECTIVES 1. To serve as the mouthpiece for the youth in the Awutu-Effutu-Senya District and to Promote advocacy for youth development. 2. To enhance the interest of the youth in developmental projects in the District. 3. To enhance co-operation, understanding and friendship among the youth in the District 4. To contribute to developmental projects in the District (e.g. Education and Recreation, Environmental and Health issues, HIV/AIDS, Drug Abuse, etc) ARTICLE (8) MEMBERSHIP (1) Membership shall comprise and be opened to young men and women within the ages of 16 years - 25 years. (2) Membership shall comprise and be opened to young men and women residing in and around Ntakorfam. ARTICLE (9) EXECUTIVE COMMITTEE MEMBERS
The Executive Committee shall comprise the:
1. PRESIDENT 2. VICE PRESIDENT 3. SECRETARY 4. PUBLIC RELATIONS OFFICER (P. R. O) 5. TREASURER / FINANCE OFFICER 6. ORGANIZING SECRETARY 7. LADIES ORGANIZER 8. WELFARE OFFICER 9. PORTER
ARTICLE (10) POWERS AND DUTIES OF THE EXECUTIVE COMMITTEE (1) Shall be the sole and only body for making a representation to any scheduled meeting concerning the youth in the vicinity (2) Shall Issue executive instruments. (3) Shall be empowered to take decisions in case of emergency on behalf of the members of the club. (4) Draw / propose and implement policies and programmes that shall be approved by the members of the club. (5) In case of a tie on matter of decision, the president shall have a casting vote. (6) Shall hold at least one general meeting every week. ARTICLE (11) DUTIES OF THE EXECUTIVE OFFICERS (1) THE PRESIDENT (i) Shall be the Chief Executive Officer of the club and the spokesperson of the members of the club or the youth in the vicinity as a whole. (ii) Shall chair both Executive Committee and General meetings of the club. (iii) Shall in consultation with the Executive committee and the General members of the club set up special committees for special assignments. (iv) Shall ensure that Law and order prevails at meetings. (v) Shall be a signatory to the bank account of the club. (vi) Shall sign the minutes of each meeting when approved as a proper document of the club. (vii) Shall present a final report of the Executive committee to the members of the club. (viii) Shall present a report on the club annually. (2) THE VICE PRESIDENT (i) Shall work hand-in-hand with the president in the performance of his/her duties and in the absence of the president assume powers and perform the duties of the president. (ii) Shall perform other duties assigned him/her by the Executive President or the General members of the club. (iii) Shall be a member of all special committees of the club. (3) THE SECRETARY (i) Shall record minutes and keep true and accurate records of all meetings and activities of both Executive and General meetings of the club. (ii) Shall in consultation with the president handle all correspondence both internal and external. (iii) Shall have custody of all documents and archives at all levels. (iv) Shall co-ordinate the activities of any committee set up. (v) Shall in consultation with the President summon meetings indicating time, venue, and agenda (vi) Shall be a signatory to the bank account of the club. (4) THE PUBLIC RELATIONS OFFICER (P. R. O.) (i) Shall liase with any individual, group or organization that wish to educate members of the club in all issues, be it social, political or economical. (ii) Shall be abreast with all information of the club and General issues. (iii) Shall issue press releases, organize press conferences and other press related matters and establish good and cordial relationship with the media houses. (iv) Shall keep records on all properties and events of the club. (6) TREASURER (i) Shall have custody of all the club’s cheques and cashbooks and receive and bank all monies. (ii) Shall be a petty cashier of the club and keep an imprest determinable by the Executive committee. (iii) Shall be a signatory to the bank account of the club. (iv) Shall keep proper books of accounts of all asset liabilities, incomes and expenditure of the club in accordance with the financial regulation of the club. (v) Shall present a financial report statement to the members of the club. (vi) Shall submit all accounts of the club to appointed auditors, one month prior to the formation of an electoral commission. (vii) Shall give financial report to the members of the club annually. (8) WELFARE OFFICER i. Shall be responsible for the General Welfare of members of the club. ii. Shall be responsible for the planning and execution of voluntary activities in and outside the vicinity. iii. Shall be responsible for the welfare of visitors of the club. iv. Shall perform any other duties assigned to him/her by the club. (9) ORGANIZING SECRETARY Shall be responsible for organizing activities for the club. Shall work hand-in-hand with the PRO in the performance of his/her duties. Shall run all errands relating to the organization of programmes. (10) LADIES ORGANIZER i. Shall champion the course of ladies in the club and the community as a whole. ii. Shall organize programmes for the ladies. iii. Shall see to the general comportment of ladies in the club iv. Shall also serve as a welfare officer for the ladies.
ARTICLE (12) FUNDING i. All members of the club shall pay a prescribed monthly fee as approved by the Executive Committee in consultation with the General members of the club into the coffers of the club. ii. Other sources of raising funds such as sale of souvenirs, sponsorships, etc. shall be devised by the Executive Committee in consultation with the General members of the club. iii. The use of the club’s funds shall cover: Activities and functions of the club as approved by the General members of the club and Administrative expenses.
ARTICLE (13) AUDITING
i. The General members of the club shall appoint three (3) members and one of the patrons of the club to audit the account of the club. ii. The members shall comprise of two gentlemen and a lady with an appreciable accounting and auditing background who are not members of the Executive Committee. iii. The audit team shall audit the accounts of the club every quarter of the year. iv. Such audited account shall be published for the information of the General members of the club. ARTICLE (14) CODE OF CONDUCT (i) Any member who violates the provisions of this constitution shall be made to face a disciplinary committee formed by the General members of the club. (ii) All members are expected to part take fully in all actitivities of the club. (iii) The club is obliged to depend on members of the club whenever the need arises. (iv) Any officer who embezzles funds in the dispensation of his/her duties will be made to pay the amount within one week. (b) The officer will as well lose his/her position in the club. (v) Any executive who absents him/herself from meeting, three (3) consecutive times without any tangible reason will be made to resign from his/her position. (vi) Resignation of any officer should be made formal to the executive committee and the General members of the club. One week before the effective date of the resignation. ARTICLE (15) RESIGNATION
(i) Any Executive officer or member of the club may resign from his/her post or membership at any time and shall inform the General members of the club in writing his/her decision one week before the effective date of resignation. (ii) When a member’s resignation is accepted, the member shall in twenty-four (24) hours hand over all items in his/her possession belonging to the club. (iii) Upon resignation or removal of the president, the vice president shall immediately assume office as the president. (iv) Any Executive officer who would want to contest for a bye-election shall duly resign from his/her post. ARTICLE (16) ELECTIONS
(i) Elections shall be conducted at the end of every year. (ii) Members of the Executive committee of the club shall be elected by a secret ballot. (iii) A simple majority shall be required to win any election. (iv) In case of a tie, a fresh election shall be held for the candidates involved. (v) All club members shall be eligible to vote and be voted for. ARTICLE (17) QUALIFICATION FOR ELECTIONS
(i) A nominee for an office must have paid his/her dues in full, up to date. (ii) A member, wishing to contest for any position in the club shall not be an executive member of any political party. (iii) Any member whose activities, utterances in such a manner as tarnishes the image of the club shall not be qualified to contest for any position. (iv) A nominee for an office should be very punctual at meetings and all club activities ARTICLE (18) REMOVAL OF OFFICERS / IMPEACHMENT (i) A member or executive shall be impeached if; he/she acts in contravention of the constitution or in a way as to bring disrepute to the club and the members. (ii) An executive officer may be removed from office if he/she is absent from meetings on three occasions without a written permission. (iii) Upon confirmation of the impeachment, the executive committee shall conduct a bye-election in the case of an Executive officer. (iv) A memorandum bearing the names and signatures of two thirds (2/3) of the members of the club, (being the complainants) stating the charges for which an officer (s) has or have misconduct him/herself/ themselves shall be presented to the executive committee and copy to the General members of the club. ARTICLE (19) PATRONS The club shall have individuals, or group who are very industrious and resourceful in the Awutu-Effutu-Senya District as patron(s) ARTICLE (20) BANKING (i) The club shall open and account with the Akyeampim community Bank, Winneba North Campus branch and the Ghana Commercial, Winneba. (ii) There shall be only three (3) signatories to the bank account. (a) The President (b) The Treasurer (c) The Secretary ARTICLE (21) HANDING OVER(i) The outgoing executive committee shall hand over to the incoming executives latest by a week after the elections. (ii) The incumbent executives shall arrange and organize the handing over in consultation with the General members of the club. ARTICLE (20) AMENDMENTS(i) Any article(s) or clause(s) of the constitution may be altered, deleted, or otherwise amended at a General meeting, provided a written notice of such amendment (s) is submitted to the executive committee at least seven days before that meeting. (ii) Such a written notice shall be supported by at least 2/3 of the members of the club whose names and signatures shall be appended. (iii) The president shall be obliged to convene such meeting for that purpose on the advice of the executive committee. (iv) The resolution of the amendment should be carried by 2/3 of the members present and voting at the General meeting. Mr. Philip Adu-Mensah(PRESIDENT)
